It is far more likely this will be used against law abiding citizens. What if I am a law abiding citizen but I begin speaking out against the injustices the administration is committing in the name of fighting terror and they use my data to pin point and come after me. I've committed no crime other than I could be labeled a terrorist for speaking up for my rights.
The way I see it it's just another way the government can abuse or circumvent checks and balances that were put in place to protect our rights.
