The OLPC is much better suited for the developing world then classmate with it's waterproof case and 10 hour battery life and ability to be recharged using a simple hand crank the XO can even survive being submerged in water. I don't think the classmate would survive long in the high humidity environment in a shanty town in India or Bangladesh or the dusty and hot environment found in a remote village in Ethiopia.
I know classmate might be better suited for a second world environment like the eastern block nations in the EU but they might do better buying a used laptop. The big issue with classmate and the market it seems aimed you would be better off buying a used P3 notebook or G3 ibook for around $70 to $200. For the same price they could get better battery life , the ability to upgrade the HD and memory , a larger and better display , and maybe even a real GPU so they could play 3d games.
You know this probably is ISDN 2.0 because most of the security issues can be fixed with end to end encryption over existing protocols which would a a lot cheaper then replacing everything and then teaching everyone how to manage a new standard.
Also any new standard will by necessity have to be based on open standards.
BTW Adding any sort of centralized control or wiretapping will not only be politically unpopular but also would result in a far less robust network take out the centralized part the entire network goes down.
I think the DRM wiretap crap can be fought and if any new standard has that it will surely fail as people would refuse to use the new system.

The only thing an asteriod mission doesn't require the the moon mission needs is the LSAM but since it lasts 90 days and craft the size of orion only has 14 days of life support you'll need a hab module like trans hab or a Mir/saluyt core.
One Orion is 22tons + 24 to 30 tons for a hab + 10 tons for an RCS/power module.
Though if a russian station core is used the hab goes down to 23tons so only 45tons needs to be accelerated to escape velocity.
I think a nuclear reactor and mass driver would work much better but either way to effective move an asteriod the entire system will weigh several hunderd tons and require a real space transportation system to get into orbit something like the old rombus/selina concept.
