I've got Mandrake 9.0 running with Texstar's RPMS which include XFT2 and an XFT2 enabled version of moz 1.0 on a dell laptop with 1600x1200 and it looks amazing. I installed a few fonts and added the appropriate font directory to/etc/fonts/fonts.conf and WOW. It really looks great, better rendered fonts than when I had windows on the laptop with or without cleartype.
I think this guy's real motivation is to become the porn king of CA. Judging from all the porn he used to push, I think he's using this as a cover so he can confiscate as much porn as possible and revive his old sites. Talk about skeletons in your closet...and how smart was bragging about not having a published address?
He is talking about the icon for the "Set Program Access and Defaults" configuration tool. And he is correct, it's there in all it's glory at the top of the start menu, also in the "Add or Remove Programs" tool which is in the control panel. The procomp complaint was that it was only in the control panel when it should have been on the start menu. His point is that this is a complete lie because it is on the start menu both in XP and Win2k.
And yes it's easy to disable the.Net runtime, you uninstall it from control panel/add or remove programs just like a normal program. It's listed as "Microsoft.NET Framework" followed by the language and version number.

I bet this guy is wishing his name was John Smith or anything a little more common.

The only way the personal firewall was enabled is if you enabled it. It's off by default on XP Pro.
