Sadly no. If I'm in California, and I'm talking to a flood victim in New Orleans, the BPL in Arizona will block us. The thing people forget about HAM radio is it is single transmitter, around the world. That can ONLY happen when everyone plays very nice. BPL does not place nice.
This is just another example of people turning to the law instead of using their brains.
Any admin worth his salt has to deal with undesirable traffic without crying for help. Whether it's spam, badly-written bots, DOS attacks, or just offtopic trolls in community/chat sites.
Don't like traffic from Nigeria, block it. Don't like bad bots, trap them. Don't like "First Posts", invent a clever meta-moderation system to deal with it.

Stylesheets, scripting, and lots more where they came from, make the web pretty. And if we ever want free software products to gain acceptance with Joe Sixpack, we've gotta move beyond elitism and embrace these technologies.
Let's face it, most users use IE and have msn.com as their homepage. Assuming we get one of them to install an alternate browser, what page do you think they'll check first? Let's make sure it works for them, and then show them better places to go.

Long ago, like version 0.98, mozilla had a nifty ability to render msnbc.com's news navigator, which is done in IE using an activex control.
