The only way I can see this working is if you store the bootloader on some other storage, like a flash card on the mobo that is normally read only. Then require a hardware switch to be flipped when the bootloader is installed. That might actually be a good idea.

If email is the only thing the device will support, why bother with a smartphone at all? There are feature phones that have that, or at least there were in the past.
These days BYOD is huge, companies don't want to pay for, support and insure/replace all these devices.
I had a 2001, the rear windows leaked even after several recall replacements, it leaked oil before the warranty was over and I was told that was normal, the electric door motors had to be replaced on a regular cycle. Last GM I bought and might well ever buy.
That would be the consumers fault. Don't buy devices that don't get updates. Stick to the Nexus line.

Linux is just a kernel. Some DE's are more touch ready than others.
If you just want a typical linux distro type userland you can already use a chroot and vnc.

You forgot the locked bootloader and the low res screen. Even the RAZR MAXX is not 720p.
