After that, the hardest part will be getting the cheapskates and frugal users of the world to switch to this from the free price they've been paying until this point in time.

Now, while this isn't used for identifying illegals (it is mainly used for identification in the rare instance when they can't identify us by anything more than giblets and blood), if needed, it could be used as a basis for if such is ever implemented.

That's one of the reasons I like LInux so much is that it enables a user to choose how they want their desktop to look like. Some can go for the drool and click interface, while others (like myself) will choose the minimalist interface so that I can dedicate my system resources to something more worthwhile...
