It is up to the company to structure the work environment more or less formally with a different position designation and additional named responsibilities or just a different set of underlying expectations. A lack of structure or readily apparent difference in duties may make it seam like both the junior and senior person are doing the same work, maybe, but maybe not and when it hits the fan who are they going to look at? Who should have known better?

How long did it take to build today's roadway infrastucture? This transformation will also take some time.
