Are you aware that the vast majority of the work done for NASA missions is done by private contractors (i.e., Lockheed-Martin, Raytheon, Boeing, etc.)?
I take it you are not familiar with the term "beltway bandit". There is an entire industry centered around feeding at the gov't trough yet doing as little as posible. The companys you mention are masters at this, in particular Lockheed-Martin (in recent years.)
When I sign contracts I take this into account - I ignore, and anticipate breaking, all of those that are legally unreasonable.
The problem is going to going to court is a crap shoot. Some times you go home in a Mercedes, some times you're hitch hiking. I really would prefer to avoid the risk.

I think the only time I've seen a teacher sweat is when they walk their picket lines bitching about how little money they make. A teachers salary isn't really that bad when you take into account the 2.5 monthes of in the summer and stuff like super long X-mas breaks.
It's not so much slow drivers as it is large differences in speed. Whether that is someone driving 45-55 or someone driving 90+. If everyone drives 65-70, it makes the drive a lot safer. Especially at night it is really difficult to estimate some other vehicles speed in the mirror.

I lived in Germany for a couple of years. And the one thing that I often annoyed me was how customer service in Germany sucked. I had a friend who tried to get his camera fixed. It turned out to be cheaper and quicker to airmail it to america, and have it fixed there. I had a tire inner tube on my bicycle blow out at 12:30 PM on a saturday afternoon. No problem you might say. Well Germany (at least in the late 80's when I was there) shuts down at about 1:00 PM on saturdays til monday morning. I was lucky to make it to a bike store. If I hadn't I'd of been screwed. Hopefully it has improved, but I doubt it. Germany is ruled by unions which is the antithesis to Customer Service.
Don't get me wrong, I think Germany is great. I really miss getting Broetchen in the morning, but Customer Service sucked.

If you take it out of the last paycheck. You aren't paying a lot for training. Many commercial training courses cost a lot more than one paycheck. And the cost of airfare, room and board etc. to get the person to the training site, often exceeds the cost of the course itself.
If the cost is in excess of what their last paycheck do you go after them? Do people strategically time their quitting so as to minimize the amount of money they lose. I'd bet you get a lot of people that don't bother with giving two weeks notice. If you have outstanding training costs then you would in essence be working for free.
I would only sign a contract like this if I have no other choice. To me it is like becoming an indentured servant.
It won't work very well. My current employer has a policy, that if you leave within 6 months that you repay the full cost of the training. This can represent several thousands of dollars for stuff like Java One. There are several difficulties with a policy like this. First actually getting the money back. With your loan solution this won't be such a problem. But another problem is people like me. When I learned of this policy, I told my employer that I wouldn't be attending any training under these conditions. I wasn't the only one who told them this. Don't get me wrong. I actually enjoy working where I am. But I don't want to close my options on being able to jump to another company.

Any electronic system is only as good as the database behind it. Voter roles in the US are hopelessly screwed up. If we are serious about cleaning up our elections, the first step is cleaning up our voter roles. The Electronic system on top of a garbage database will still yield garbage. I've read in some articles how some Miami districts had 90% turnouts in the first hour. And there are more than a few examples of districts having turnouts in excess of 100%, in elections past.
Don't get me wrong. I support electronic balloting. I would in particular like an "open source" solution. But I think it is more important to clean up the voter rolls to clean up the corruption in our system.
I actually disagree with taking guns away from non-violent felons. Why should we take guns from someone who is guilty of tax evasion? It makes no sense to me.
I certainly would like something like this. Unfortunately our current election system is designed to maximize the ability of the dominant two parties to win elections. I'm fairly certain they would refuse to allow changes of this nature to be made to the election laws.
I think that the main reason that Nader ran on the Green Party ballot instead of the Socialist party ballot, is all the baggage associated with the word socialist. But Nader would have certainly been a better fit in the Socialist party instead of the Green party.
Take a look for yourself. What would be enormously interesting is that in the past two elections news media websites leaked numbers before the voting even started. I'd REALLY like to see how accurate those numbers were!

If I were testing something like this, I would try to use as realistic numbers as I could. I believe likely what happened is someone went live with test data. Remember the survivor website? They went live with a page something like 12 hrs. before they were supposed to. Stuff like this happens.
Here are a couple rules of thumb to help you figure this out.

"The likely of a secret getting out is equal to the square of the people in the know"
And a lot of people would be in the know about a secret like this.

Impartiality is virtually imposible. The best you can hope for is for someone who has no interest in the outcome but still understands the technology.
