He didn't even mention the EPA directly by name, he said they do things that are disgraceful. Then in the next line he affirmed that he wouldn't get rid of it completely.
The quote is so sneaky that he can basically do anything and still live up to his promise. Not only that, everyone agrees that some things the EPA has done are bad.
