Why spend money on TV? Judging by this poll, it seems the groupthink is that TV is pretty bad - I'd agree with that. So why spend heaps of money upgrading the dang thing? Let the silly box languish.
I think rather than continuing to just ignore roles like this that "don't fit" into a category, they should do SOMETHING..or have a special award for this . .

I don't think there is a good example of this once a year yet. The award would end up being given to characters like Jar Jar Binks and Dobbie by default - making the Academy awards even more of a travesty than they already are.
They don't open up their catalogues because they're full of stuff they are hoping you will forget. Censoring themselves, as it were.
What this new business model means though is that they can quietly sell their back-catalogues to a less snobby label who can make money out of it by burning CDs to order. You might be in luck yet.
If you know someone who is building their own computer from components and are looking for a Windows licence for it, you can offer to sell/give your Windows licence to them.
Having been involved in the production of a fair amount of material which is distributed on CDs bearing a standard copyright notice, I expect someone will be posting me a cheque fairly soon for my share of the loot.

I don't see the relevance here of war in the Middle East. We're talking about the government protecting its citizens against each other here.
...people are stupid! That is the best reason for having laws: to protect people with lower resources (e.g. they are stupid, or they don't have much money) from people with higher resources (e.g. they are tricksy, or they can afford to bribe their way out of trouble).
If someone is being mistreated by someone else spamming them, preying on their natural simpleness, why not adjust the law to protect them?
