    But it is time for America to step forward. One idea that private space, esp. SpaceX, should consider is creating a set of tugs that can perform autodocking. That will allow private space to put in space tugs that have engines, solar panels for energy, batteries, etc. These would come in various size and be put up space with a load, or even put up with out a load, but then dock with various cargos. If private space gets these developed AND TESTED, then they can be used to carry loads around leo, geo, lunar and martian.

    SpaceX has perhaps one of the more interesting set-up. They have R&D, engineering, manufacturing lines, etc. With their varied engines, they could come up with multiple tugs that could hook to cargos. What is lacking is NOT fuel depots, but an automated docking system that will lock in 2 units securely and allow them to operate as one.

    Yeah, at this stage if SpaceX loses an F9 or FH, it may finish them. They need to make sure that they get EVERYTHING right.

    However, I will say that I remain a fan of KILLING SLS. Instead, I would like to see NASA do a COTS-SHLV. Basically, provide for 2 SHLV of say 140-160 tonnes. NASA will then provide 5 billion and up to 5 years for development. In addition, each launch MUST be below .5B for 2 a year. Then NASA simply agrees to buy 2 launches from each, with an award of an extra launch to the lowest cost bidder. This way it rewards companies who put in lowest bids for service.

    I used to think that the winners for this would be SpaceX and ULA. With Aerojet doing some work on a new engine, I could see this becoming a TRUE 3 way competition.

    which is also why we need a tax on all goods based on the CO2 from that area. And not in consumption, but in the CO2 per sq km from that area.

    No. currency speculation deals with trading against a value. Considering that the $ is the widest accepted standard, then it is not currency speculation to voice a value in dollars.

    There was a real reason why we had anti-monopoly laws. The fact is, that driving a competitor out of business by using subsidizing on other goods, works wonders. That is what is happening in China. They are doing what we regard as illegal here. In fact, what WTO regards as illegal. In fact, what EVERY NATION regards as illegal. heck, if EU were to do this to CHina, they would block them.

    Yes, we did QE1 and 2. But it was to force China to have LOADS of inflation. It worked. But is that money manipulation? Not in the same way as it would be if fixed the dollar to the euro with it being 40-100% undervalued. And that is exactly what China does. Part of me really wants QE3 to happen right now. That will drive China to unhook their money from the dollar. The reason is that they already have their real estate and building material bubble popping, so can not afford to have the hyper inflation that has existed there. The issue is that if we do this, the euro will be screwed. And that is the last thing that Europe needs right now. Instead, it is far better for China to do the right thing, which they are not doing.

    China only recently passed America in manufacturing. However, for fools that scream about per capita, we will never make changes. The issue is NOT per capita, but one of industry. And industry tends to be tied to resources, etc.

    Actually, it is your statement that is completely retarded. The measurements of USA was based on instruments starting in mid 90s. The stuff from before is all guess work. China's gov still block free access to knowledge of exactly how much CO2 comes from them. We make calculations based on saying that they have a coal plant with pollution control and therefore it will pollute this amount. However, in China, they have nearly ALL pollution control turned off. And it will stay off for some time to come. Basically, china's emission are based on far far more guess work than is acknowledged. Once OCO2 goes up, it is far more likely that we will see loads of emissions coming from 3rd world and china than what we currently guess at. Likewise, I expect to see America's be the same or possibly drop.

    In fact, if it is NOT applied to all goods. including internet goods, your tax will simply encourage the movement of production out of your nation to nations like China. What is needed is to extend your carbon AND sales tax to cover internet goods. Then extend both of those to all imports as well. Without that, we will see more western manufacturing that was done under relatively clean conditions, move to nations like China who will build Coal plants at a faster rate. Their gov. has a goal that is not the same as the rest of the worlds.

    Actually, HSF is not really pork. SLS is pork. However, most of NASA's HSF prefers the approach of pursuing private space doing multiple launchers, inflatable space station, and fuel depots, while NASA focuses on a nuke transportation (nerva), VTVL for the moon and mars. Sadly, L-Mart, Boeing, ATK, northrup,etc and a mostly neo-con push prefer the pork.

    Actually, it was not us that twiddled. USSR stepped things down once we hit the moon. Had they not stepped down, then we would have continued. The problem is that it was expensive to them as well as to us. That is why USSR quit the high spending, followed by Nixon doing the same.

    Only for 2 more years. Once Falcon Heavy launches, SLS will be killed. The reason is that SLS will only carry 70 tonnes from 2021 until around 2030. Then it was slatted to have 140 tonnes around 2030. And SpaceX will likely have 70 tonnes by 2016, and 140 tonnes by 2021.

    The amount of NOx produced from a rocket that uses LOX is negligible for the load. The reason is because the actual burn occurred with the O2, not atmosphere. OTH, Jet engines produce a LOT of NOx. It will be many many many times more than a rocket engine. In addition, there is hybrid engines that use nitrous oxide. That will produce a lot of NOx.

    I should mod you down, but will respond instead. The saturn was started in the 50's. Even the test systems was done in 1960-1962, BEFORE kennedy's speech. Are you surprised? You should not be. Presidents do not like to be made a fool of. Kennedy KNEW that it was possible to go to the moon. More importantly, Kennedy was told beforehand that we were ahead of USSR with rocket tech (for BMs). Where we lacked was human space time and the testing required.

    What is important is NOT the construction of a rocket, or even a mission. What is important is having tested designs, manufacturing lines, and having it be CHEAP. From that, you can move forward quickly. For example, it took musk 10 years to build his F9. It will take 2 years to build Falcon Heavy. And if things go well, then Musk will likely build Falcon XX in under 5 years. But the important thing is that Musk will build it CHEAP.

    OTH, SLS is simply a continuation of Ares V. Same damn SRBs. Same SME. Same J2X. The difference is that SLS is simply being pushed now with a different name. But we already spent 7 years on Ares. Now to get a TEST launch of a 70 tonne system, it will be another 7 years. The first launch of a human? 10 years and over 20 billion just on the SLS. That does not include the 10 billion that we spent on ares already. Of course, SLS will die in about 2 years when Falcon Heavy works. The FH will take up 54 tonnes at that time. Musk is follow it with Raptor second stage which will give FH 70 tonnes. All by 2016. The real issue is that FH with the raptor will still cost around 1/10 of what the SLS costs to launch. That will lead CONgress to kill the SLS (thank god). Once CONgress will allow NASA to focus on doing BEO tech, THEN we can have missions. LOTS OF MISSIONS. But we need a stable of tested equipment and the ability to do it cheaply and quickly.

    Seriously, if you are a brick/mortor, you have a number of disadvantages. Being the business that is supporting the local economy esp. when you have a competitor that can avoid the taxes.

    I would rather see the US create a singular tax, from which the feds take a cut and then gives the rest to the state. The state then decides how to divy it up i.e. all state, part state, part local, etc. From a businesses POV, a simple 10% tax is easier to deal with then have to deal with all of the nightmare of figuring out what area gets what tax.

    The real issue is that we now have to deal with remote tax. Seems to me that it should require a stamp. Once you have a stamp, you can send the item.

    actually, dollars, or more accurately money, are NOT estimators. By defintion, it is how we value things so that we can make distinction in value. When you speak of a trade deficit, is it spoken of in terms of tonnage or dollars? Dollars. It is impossible to compare goods values predicated on tonnage. If I sell you a vaccine for a disease that is ravaging your nation, I can sell it for high prices. Yet, for your entire nation, it might only be 100 lbs, but it is the most valuable commodity that you can buy at that time. OTH, do you really think that anybody is every going to assign a high value to mcdonald toys?

    yes, we have a lot of service. But of course, we were talking manufactured goods and that is all the data that we looked at. None of it was exported goods AND SERVICES. It was always exported goods. We are today the second largest exporter of manufactured goods. Obviously the rest of the world disagrees with you. We can and do have the ability to manufacture. Otherwise, we would not be #2 exporter of goods. Simple as that.

    Now, as to China's cheating, We DO have tariffs. Against a very small amount of items. OTH, China has over 400 trade barriers with tariffs on over 1000's of items.
    Likewise, we have subsidies. However, the subsidies are only used for local consumption, not for exports. China's subsidizes exports. In particular, their energy cost is about 3x ours. Yet, businesses pay less than Americas if oyu are int he right industry. Likewise, they out and out give subsidies to companies that move there. Once markets are destroyed in the west, then they quit subsidizing those and move on. Who is doing that in the west?
    Solar panels are being dumped on the west at WELL below costs. The Chinese gov. is actually paying companies that moved there to sell the goods to America. Their goal is to destroy US. They are doing the same in Germany. That is why this is going to WTO.
    Finally, China manipulates their money against western nations. That is not allowed per the clinton treaty as well as their joining IMF/WTO. Yet, they are doing it. At this time, we need to raise barriers to them and say enough is enough. They need to compete.

    Totally different. Per capita does NOTHING to take account of economy, Ag, etc. In addition, capita is a constantly changing value that counts on a nation to report it correctly. Heck, most nations do not know if they suffer illegals or if a war/famine is nearby. In addition, it rewards those nations that will not control their populations. That needs to be stopped. Instead, by doing per sq km, it says that you know exactly how much you have to work with. You get the amount of emissions down to the same level all over this planet. Once you have it down there, then if you go lower, your export has less taxes.
    But no doubt about it, per capita is the WORST measure that you can do. Hell, it is the same as saying emissions per squirrel.

    So, you think that weight is a better scale of how much manufacturing a nation does? You are kidding. Right? Good luck with finding that out since it is considered as useful as CO2 per capita. In addition, the discussion was NOT manufacturing exported, but manufacturing.

    America is the world #2-3 exporter in terms of manufactured goods (Germany passed us in 2008,9, but we recovered in 2010). The problem is that China CHEATS causing loads of imports to America. That leads to a misperception that America has quit manufacturing. Have them quit cheating, and we will rise to #1 again. When ppl say that USA can not compete, does not manufacture, and does not export, they do not have a single clue of what they are saying, OR they are simply lying to protect something (basically politicians). The best thing that America can do is raise the trade barriers to China, alone. All other major nations, esp. EU nations, have the sanity to say that they will not allow China to do this garbage.

    amazing that you got modded up. America remains one of the largest, if not still the largest (not likely) manufacturer going. USA manufacturers loads. In fact, if you disregard trade with China and oil, we have a positive trade balance with the entire rest of the world. And if you just ignore China, America has a slight trade deficit. Our issue is China. We have a massive trade deficit with China because they are cheating at all aspects. Sadly, many American companies have moved there and now pay congressmen to fight enforcement of our FTA with China and WTO.

    And oddly, with the situation in Europe, China is hard at work trying to get EU to be just as foolish as America has been in return for a few euros. Thankfully, EU is fighting that.
