The hitch should provide not just communications, but most importantly, it should allow for enough DC to run the car, or at least charge it to some large amount. With that approach, they will encourage different trailers that will use different techs to compete against each other. I image the first one would be a Motor/generator combo that would also allow for some small amount of cargo. Later, it might be ultra-caps, or fuel-cells, etc. The trailers could then be bought our rented. br.regardless, Tesla needs add-ons to involve loads of manufacturers.

OTH, out here in the west, we have issues with so many of the drillers starting to frack on the crude. Not just using CO2 for the working fluid. Phenol and many other items being used. Not normally a problem, except when the well's leack. And flood into our aquifers. The issue here, is that the west gets much of its water from Aquifers. Upon fracking destroying one aquifers, it destroys it for MILES.

2) build a 3rd OCO along with #2. If they do this, it will cost them only about 10-20 million. Sounds like a lot, but it is not. With this approach, when OSC fails (and they will if this is not built), then we can launch with SpaceX or ULA within 6 months or less.
Finally, OSC should not even be considered for human launch awards.
And so much from NASA. Seriously, NASA releases just about everything, while CHina gives just enough to try and make themselves sound nice. Yet, it is a fraction of what they recover. WHy? Because their space program is a MILITARY system, not a civilian one.
