Actually, the Falcon was designed from the git-go for humans. Ares I would have required more reg deferments while the Falcon had none WRT the shuttle, Saturn, and even Ares I. The REAL problem is FDA has been ran by these same kinds of political idiots and they are more tuned into Legal issues, rather than Medical issues. That is exactly why I was suggesting a DIFFERENT FDA. One that is ran by scientists. One that any docs that operate under their rules have STRICT guidelines that they must adhere to (about how to administer, etc), BUT have a different set of legal rules/regs (much loser in many respects). Basically, we need scientists to be able to control the cutting edge and the political assholes that now control the FDA to handle the majority of the medical world. I will have to say that many of the science ppl will want to push the envelope. I have seen docs push to cut into healthy tissue only because they loved the knife. Those are the kinds of ppl that I want on cutting edge (no pun intended), but with multiple opinions coming into play. I do not want a cutter like that doing primary diagnoses on my family or me.
The problem is that ppl MUST resort to going out of the nations health care because they need to take risks. The problem is that other than the majority of western nations(US, most of EU, Canada, Australia, Japan,etc), I personally would not trust other nation's health system to do the right things.
So, the solution should 2 different FDAs.

Since we lost the columbia, it has been used ONLY for the ISS (and the hubble rescue). Since the start of the ISS, it is been dominantly used for the ISS (and from my perspective, that is all that it should have been used for; The ISS is a much better platform for science missions than the shuttle).
Now, exactly what science is going on? Loads up at the ISS. In addition, America now has multiple private companies launch vehicles. It IS true that for the next 3 or so years, we will have lost HUMAN LAUNCH capacity, but that will re-start with falcon 9, as well as Boeing and L-Mart. It is all but certain that we will have 3 or more human rated crafts by end of 2015, and at least 1 by 2014. In addition, we will be starting private space stations in 2014 or so (as soon as we have one human rated space craft).
Finally, we are re-doing our RD aimed at taking humans to space for long distance voyages. This is exactly what we need, and nobody is doing (well china pretends, but a lot of that is by stealing the tech from America and Russia, and out and out copying).
The problem is that they will NEVER have the expertise. THey are looking to contract it out. So, now, they will pay somebody to provide this information, of which the search engine will be way behind.
Keep in mind that it is not just the data, but the ability to access it quickly that matters. USPTO will never get up there quickly. So, they should provide a means for others to provide it. That is why I suggest creating a DB that makes it easy for all engines to access. And as long as they provide NONE DISCRIMINATORY access TO ALL DATA, then that engine can continue. They have already tested theirs multiple times. It is amazing what you can accomplish in a one-side cold war, when the other side is working hard to avoid one, thinking that they can change things. The advantage to the one side is that they can steal tech at will, and build up loads of weapons.
