So by getting rid of a 35% tax, along with deductions/breaks/exemptions, while keeping 35%tax in place for offshored profits, and doing a VAT, we discourage tax cheating.
It is exactly this reason that I also suggest that with personal taxes, we drop ALL exemptions/deductions/breaks. These are actually used by politicians to manipulate the idiots in the crowd. Instead, we need a simple low progressive tax scale, to which all money obtained is taxed at. U get 100k of wages, u pay Y tax. U get 100 k of lottery, dividends, salaries, inheritance, gains, etc, again you pay Y tax.
As to the scale, start it 1% on 'livable wage'. I think a good number on that would be $30k. Then max it out at say 25, maybe 30, % on everything over $1 million, or perhaps $10 million. By doing this, it keeps it fair and more importantly, fuck proof.
The VAT is about replacing the bulk of the corporate tax, which we are not collecting anyways. It is not a tariff, since a tariff is applied ONLY to imports (mexico's tax is TECHNICALLY a VAT, but then they give a tax break to nearly everything mexican made; that is what is driving production to Mexico).
By simply dropping our corporate taxes on American-made goods/services, and replacing with a VAT, it makes sure that we collect the tax that we would have collected with corporate taxes.
And automobile production has NOTHING to do with tariffs. Hell, Tesla is building in CA and will be doing just fine.

In fact, America needs to start replacing our Nat Gas electrical plants sooner, not later. Problem is, that in America, we have about 200 GW of nat gas capacity and most is relatively new. As such, we will end up like China and will take decades to phase these out.
BUT, America needs to work on infrastructure.As such, we need to raise gas/diesel taxes by.01/gal/month for the next 48 or 96 months and use that money for infrastructure only.
This approach is much better than subsidizing EVs, esp. when the only one dropping in prices is Tesla.
And American plants are being closed. By 2030, America will not have a single coal plant left. Otoh, China will have 1.7tw of coal capacity.
And that does not include their conversion of coal to methane which is even worse.
The problem is, that the new coal are not replacements for old coal plants. In addition, increasing CO2 while dropping sulfer dioxide ( which actually reflects light and cools the planet ) will make things worse WRT heating ( though China's acid rain is killing coral all over, so some good ).
