The only thing it's missing is 16-bit support (and qq over that, really), and for most computers (that don't have ridiculous off brand hardware) you can get all the drivers you need.

Steam doesn't startup with windows if you don't want to (it's right there in the options), and to my knowledge does NOT install any kind of boot-priority service or anything of the sort.
