I work for a class "A" organization and several years ago we did an audit because whole national geographies ran out of static address space. We found that about half of the addresses were never reclaimed and reused. Moreover we found more than 800 undocumented DNS domains internally.
That work will go on with us or without us. Baring some special need for a war economy a-la WW2 there is no particular reason why we have to be good at science or invest much effort in science education. There are simply too many obstacles and competing interests for us to be able to afford everything and clearlt in the marketplace of ideas, science has lost out to some extent. People who want to pursue it though are free in this interconnected world, to go do that somewhere else. If few of our young people acquire the basic skills to do that work in university or beyond then that's simply something that they wont do.
State licences are only useful for transactions in that state. Across the state you have to look to the ICC and if not all states even have laws that each other must respect then the whole question is moot.
Because after the initial golly gee whiz effect wears off no one. NO ONE will have the slightest interest in this. iPod is built for the ADHD generation. No one will sit there for 43 minutes watching a TV show on it. Not when you can get just about everything on DVD in Blockbuster.

Seriously - my family will not touch at home printing unless you do it the Kodak way which is to place the camera on top of the printer and press one button and walk away. Even the pressing of one button might be too much for them. Otherwise it winds up being my problem and I don't want that job. Also the printers are fairly expensive and it's another inventory of ink I have to manage. Most snapshots are better left unprinted anyhow.
It's not about the phone it's about the carrier and the carriers will just cripple these new concepts so that they can fuck you over on the premium serive charges.
And let's face facts - only about 15% of cell phone owners ever bother to use all the extra features. Not even the camera once they get that first picture email bill.
Clearly the ESA which has the capability to launch this on their own decided to use Russian boosters and a Russian polar orbitally oriented site to toss this up on the cheap. But the Russians were never and are still not big on QA. They figured that the workhorse SS-9 would 'just get the job done' but lobbing a 5Mgton nuke at New York plus minus 2 miles is a LOT different from a precise polar orbital insertion.
I wish them well at the RIAA - I hope they spend ever increasing portions of their shrinking revenue stream on litigating against more and more people. Because in the end you really can't uninvent something. We wil find ever more clever ways to hide from them and other than opening the phone book and randomly suing whole letters of the alphabet there is little they can do about it.
