If you're familiar with some of these regulations the reason it is hard (and unwise) to make exact rules is because businesses are all different. If you make regulations too specific in certain areas it could needlessly restrict businesses unless you make a different regulation for every business type. If you think regulation is a burden now think about that scenario.
Whenever I hear an investor crying about regulation killing jobs I want to smack them. The lack of regulation is what led to the recent collapse, much worse than any "regulation" has ever done.

When I was a kid we had civics class. Apparently that isn't a thing anymore and it is apparent. Politics drives me nuts today because half the candidates know nothing about the basic functioning of our government and their constituents know even less or worse they use their constituents' ignorance of civics to lie to them for the sake of winning an election. It's no wonder we end up with Trump winning the primary of one of the major parties.
Email is the backbone of most businesses and it is a horrible insecure mess. Maybe people will finally be able to email secure information easily. Email is easily one of the biggest compliance issues because of how insecure it is.
The OPM hack is hardly proof of your assertion. As far as I am aware the hack was nothing more than stolen credentials. From what I have read about it they are not sure how those credentials were stolen. Could it have been a hack? Sure but we don't know. It could have been a former employee, or obtained through social engineering. C may have its problems but safer languages don't guarantee security either.
I have little faith that we are going to see another OS other than Linux/Winodws/OSX dominate in general computing. The biggest reason is drivers. It's funny that in one of their blurbs they mention that they like BSD over Linux but they mostly still use Linux. I wonder why? Probably because the driver situation is much more comprehensive on Linux. Redox will suffer from the same problem. Don't color me surprised when in a few years this project is stagnant or dead and the developers are all still using Linux.
Anyway, as much as some of us might like for RS-232 serial to be dead it doesn't look like we can write it off entirely any time soon, given the sheer expense of the kinds of devices that we have to support that use it. It's a lot easier to give up VGA because monitors, by and large, are not expensive, and even when they are there will still be methods to get analog video to them either through add-in cards or through conversion devices.
The same thing can be said about RS-232. USB to serial connectors have existed for a very long time as well as add-in cards that support serial connections.
How did that work out? Not so good as I recall.
