I use the xmonad window manager, which does exactly what you want. The thing that will disqualify it in this case is that it is a tiling window manager. I use two displays. Each display is independent, but windows can be moved between displays, or span displays. I can switch to another workspace on one display, without affecting the other display. Any workspace can be shown on any display.
If KDE does this now, as others seem to indicate, I might consider switching to it.
There has been a utility available on unix for ages called undump that sounds like what you are looking for. It seems like old versions of emacs used to use this to decrease startup time buy creating a new executable at the point that all of the initialization was completed. A quick search indicates a copy here.
It seems to me that a basic difference between man and machine is 'agency'.
Men are free to choose for themselves. They make thousands of choices every day. Some decisions are made over a long period of time with much evaluation and deliberation, whereas others become habits. However we can still choose to change the course of our lives anytime we please. The consequences of our choices are one of our best teachers.
A computer simply executes the instructions given it. It has no choice in and of itself to choose whether or not it will execute an instruction or subroutine. Given the same conditions, the exact same path will always be followed. It has no choice in this matter. I realize that AI is layers of complexity above these low level instructions, however, AI seemes to have a long way to go before it can use information beyond the direct information inputs provided, using more abstract inputs, like we might use a hunch or feeling to sway a decision.
How does the role of 'agency' tie in with AI? Do you think ultimately AI is agency, or must be accompanied by agency?

In the TOS episode "Patterns of Force" Kirk and Spock were injected with subdermal 'transponders' that were intended for a similar purpose.
