Yes, they are getting out of manufacturing things in France, but yes, they are also increasing their activities in Professional Services. It's all part of the new IBM vision of being a service company rather than a typewriter manufacturer.
While getting rid of people in France and Germany, they're actually increasing the size of their operation in Switzerland.
From an internal source in IBM, I have heard that, as a result of the upcoming layoffs, external hiring is not close to impossible, as they will first attempt to move people into open positions before actually laying them off. As a result, those open positions may get filled by less than ideal candidates, because IBM is trying to minimise the social impact.
However, what does that do for the manager who's recruiting? He gets a lesser candidate, which will impact the performance of his group during the coming years....
Anyway... there more than 2 sides to this, so I won't wear out my keyboard about it.

It could possibly be that you live in an area with lots of credit fraud. The fact that your credit card goes through for them doesn't mean it's not a stolen credit card that hasn't been reported yet....
But then, it's still crap that you need a landline.

Unfortunately, we are seeing more and more of this attitude by the record companies.
I listen to most of my music at work using my PC and my headphones. So my wife recently got me the new Phil Collins CD... for me to find out that I can't listen to it on a PC.
All that this achieves is that I'm being pushed towards downloading the tracks so that I can listen to them. At that point, what stops me from not being the CD since it won't work for me? The record companies will end up shooting their own foot off...
I have nothing against buying reasonably priced CD's. However, I do not think that 20 euros is reasonable (although Switzerland is fortunately quite a bit cheaper than that).
Maybe I should write to Phil himself.. what do artists think about it?
although without electricity after the war, only as long as all the laptop batteries lasted...
Actually, you are assuming that everyone would have power supplies hooked up to their transmitter... otherwise, the moment you lose electricity, it's 'Bye, bye, Mr Blue Sky'.
But in all seriousness, it would be a nice idea to try out. And, as some say, it would most likely result in a lot of hot spots after the conclusion of the project.
To add some more words about the Dutch case...
The president of France once decided to call the Netherlands a drug country, accusing them of being the source of all drugs coming into France. He happily forgot to mention the harbour of Marseille from which the bulk of French drugs actually comes. But it's always easier to blame someone else instead of fixing one's own problems.
As for borders, don't tell me the US would actually start patrolling every single mile of the Canadian border. Just look at the Norwegian case. Because of the 2,500 kilometers of border they share with Sweden, they are working on joining the Schengen treaty (free circulation between member countries, one visa for all member countries,...) even though they are not part of the European Union.
Repression doesn't solve the cause of any problem, it just hits the symptoms. If young Americans all smoke joints, it's not because they can go buy it in Canada. Some people who live close to the border might take advantage of it, but for the majority of people, the trip to Canada is too long when you can buy your joint around the corner in Smalltown, USA.
Yes, there is some drug tourism to the Netherlands, but the "drug problem" in the Netherlands is actually much less of a problem than most other European countries.
It's like booze... if you are not allowed to drink by your parents, the day they are not there, you get totally wasted.
