Big business is also a target because any change in business practices has a wide effect. If McDonalds increases their food safety standards, the change has a real effect on national food safety because of McD's sheer mass. In addition, other fast food chains will follow suit to avoid bad publicity. Going after McDonalds isn't "cool." It's effective.
