No, PCMCIA is not dead. New laptops come with ExpressCard slots which is a PCMCIA specification. It is not backwards compatible though, but I have seen adapters.

P2P doesn't steal bandwidth from anybody. It is the ISP selling bandwidth they don't have that is the issue. If using bittorrent at the rate I am paying for slows someone else down on the network, they need to upgrade their network.
I have been using SpamGourmet http://www.spamgourmet.com/ for a while. It works great and is more flexible. This is going to run into the same problem other services like this do. Sites will simply stop accepting emails from that domain name.
PC World was/is a great magazine if you are a novice. I learned a lot when I started from PC's because of my subscription, and I can see how it can help a lot of people. I just outgrew it eventually, and it didn't hit the more technical details I needed. It just depends on what you are looking for out of it.
One word. Noise. That thing is meant for data centers where noise isn't a concern. It is going to be insanely loud. With water, you get better temperatures with less noise.
You don't need good RAM to do it. That is one of the great parts. You are already running the bus so low, even cheap DDR2 is fine. I am using basic value RAM and can run at 4 GHz with no problems. The good stuff would be nice though to get the timings lower.
As for the rest, most overclockers already have that stuff. I wouldn't recommend this for my parents, but for me it works out great.
And it is an amazing chip. They don't have a one-off for this article. Everyone is hitting big numbers with these. Mine runs at 3.8 GHz stable. Running dual prime95 all night on both cores caused NO errors at all. I used a 0.1 volt raise which is not a big deal at all on CPU's. This chip is obviously just binned at a lower speed. 3.6 GHz at stock voltage works flawless.
I don't think the memory one is really cheating, but it is a little shady. The motherboard with the higher voltage on the other hand seems pretty deliberate.
The majority of reviews should use store bought components. And not only one, but a few of the same ones, and probably from different vendors. It is the only way to get a good idea of what consumers get. Obviously in the case of unreleased products, this doesn't work. But in those cases, you know there is a good chance the final product will have some changes anyway.
