But still, it may be a little bit extreme for the rest of the world. Besides, Novosibirsk is not very close to the European countries or the USA.
As for Technoparks (Tech parks), Putin is going to do a right thing (IMHO). Government is funding development of infrastructure and office buildings. So IT companies will have a good infrastructure and will be able to work without worrying about Internet connectivity and office space.
KDevelop's autocomplete is CRAP. It doesn't work well with templates. Visual Assist X for Visual Studio is THE best intellisense engine out there, it completes variable names and does a much better job overall.

Lots of these bugs are just small one-liner fixes, but they require testing on all supported architectures.
Well, there are bugs in QT4 which should be included in Etch and in imagemagick which is used in tons of projects.

Built-in IntelliNonsense in VisualStudio is bad, so try VisualAssist. Recent versions of VAX even have some primitive refactorings.
