    Your First Amendment rights do not include any guarantee that you will be heard, or that anyone will be interested in listening to you, just that you have the opportunity to speak and assemble. Either that you you need seriously consider the amount of energy imparted to the ocean by wind, tidal forces and heating by the sun vs. the amount of energy we could possibly extract with even a huge number of these units.
