The memo was sent because the spyware programs are removing keys in the registry that shouldn't be removed, resulting in destabilized Windows OS (well... more destabilized). I have first hand experience of this happening.
It has always been Dell's policy not to recommend any 3rd party software utilities other than what shipped with that particular system... not that every tech has/will follow(ed) that.
