I've seen no way to upload images in my free account. I can certainly reference images on an external site for inclusion in my blog, but that seems uncool.
The blogger upgrade page does seem to make an emphasis of image uploads for the Blog*Spot option.
I agree that Blogger is probably what would be easiest, especially the Blog*Spot option, since you're willing to spend a little $$$.
I'm using the free version, which doesn't allow for image uploads, but if the Blog*Spot version is similar, it should be ideal.
