Interesting first post; I have been to India twice and have seen many of the remarkable changes brought by Narasimha Rao's and Dr. Manmohan Singh's economic liberalization. It is another example of what improvements can be made when a nation decides to discard the failed ideology of Communism.
However, India has a very serious problem that you appear to view as a virtue.
The entire Indian economy is run in a balanced Statist-Anarchist way. If you buy anything large (car, house, land, business) you pay a small portion of "white" money (that is heavily taxed) and a big portion of "black" money (that is under the table, and often comes in the form of bullion). That's awesome -- people realize what a burden the State is, and they work around it. The same will be true of the "free" software drive there -- people will realize that they can gain without causing other people to lose -- by finding a way to subsidize whatever the future is of the software market.
What you are referring to when you say "black" money is tax evasion, and it is a means of corruption. I don't see how it can be compared to open source software. Can you (or someone else) explain this analogy? I don't see it.
Also, the State can be a burden, but the degree that it is a burden is ultimately under the control of the populace. The State is a necessity; order will always be imposed, contrary to what anarchists fantasize, since order is necessary.

Non-IT apparel? Aside from safety considerations, I'm not too concerned with what I wear in a facility. I know that it isn't always possible, but I avoid customer contact on the days I have physical work to do; besides, khakis and polo shirts are required IT wear, aren't they?
Standard hearing protection is a lot cheaper. You can have more than one set, and when you lose one, you're only out about $25. Since I have a motorcycle, I use moldex ear plugs; they work well, are cheap, and pack easily.
Man is a pissant when it comes to contributing to global temperatures. We are distracting ourselves from more important things that we can control, like poverty, hunger, disease, wars, and those "Head On" commercials.
Let's stop the environmental-tilting-at-windmills and fix the things we can fix. Let's expend our energies and limited electorate-goodwill where we can truly be effective.

At first glance, I was going to disagree with this, but after thinking about it, I have to agree with the parent post. If you enjoy what you do it is likely that you will put in the extra effort and time to be very good at it, which will be noticed (eventually).
As for the debt, it is vital that you pay it off as quickly as possible. Once you see the results of a compound interest calculation, you don't forget it. Also, your commute is going to be a big factor; 120 miles is at least 2 hours drive time, which is time that can be put to much better use.
As with any decision, you have to weigh the pros and cons. - sit down with someone whose judgment you trust, - write down the good and bad points of each job, - calculate how much each job will pay and cost - do the math, - choose.
The commute is more of a problem than the salary difference; have you considered moving if you take the Perl job?

You're missing a big possibility - terraforming Mars. Mars is a far better candidate for terraforming than Venus. What we learn about these microbes could be useful in engineering microbes (and possibly other forms of life) that could thrive on Mars.
