IPv6 can provide approximately 3.4 * 10^38 addresses or 340,282,366,920,938,463,374,607,432,768,211,456 addresses to be exact. That's ~5*10^28 for each of us.

The 5% guarantee is for negotiating a price before you sign a contract. Typically we sign 1 year contracts for colocation. While this does protect us, IMO, it protects the customer far more. If you're on a month-to-month colo contract, your colo provider can raise your rates knowing that in addition to the downtime, it will be lots of work for you to move all of your equipment to another provider.
By signing a medium-term contract, both parties are in a better position and have guaranteed rates.
If you're running a legitimate forwarding service, we will definately not shut you down. If you're running a legitimate forwarding service and your customers are abusing that service (i.e., sending spam), we expect you to handle the situation. However, if you allow your customers to spam others, yes, we will shut them down.

My first thoughts were how on earth could management implement and afford a policy like this. But in the end, I thought true innovation requires liberal policies such as these.

I agree that this would let us subscribers dominate the discussions. However, the die hard "we hate banners" slashdot users are probably the ones who are putting up mirrors for the poor sites who get slashdotted.
IMO, this would allow them to be even more useful to the Slashdot community. Maybe we could implement double negative moderation for all posts during the first X number of minutes to keep trolls with a subscription from abusing the system. Basically, if a post was posted during the X minute window was moderating negatively, it would be a -2 instead of a -1.
I'm a slashdot advertiser as well as a subscriber. I've selected "No Ads" for Homepage, Stories, as well as Comments but I'm still seeing ads in all "Post Comment" pages as well as everything under users.pl.
The goal of the project is to visit each of the latitude and longitude integer degree intersections in the world, and to take pictures at each location. The pictures and and the stories behind the pictures are then be posted for all to enjoy.
No one would use such a thing because no one could afford one.

If you've looked into a braille solution, I'm sure you've looked into other ideas too, but for the benefit of the slashdot audience, I would like to remind everyone to look out their window or focus on the most distant object in the office they can see *every* 15 minutes or so.

Because wireless networks can have spurious emissions that their wired counterparts do not have to contend with. Unfortunately, I'm guessing the FAA will never allow wireless radio transmissions in an aircraft.
