There already is a command line tool for Linux, I wrote it. Not for piracy, but for CDROM RAID backup. Takes a filesystem, directory, DVD, VCD, etc, and chunks it across burnable images in either RAID-0 or linked mount formats. Doesn't do the CSS ripping, because it was intended to be used on data DVDs, but that would be rather easy to add. It has a limited capacity to do pre-processor pipes, eg pass a tree of wav files through LAME before spanning the discs, or in your case pass the MPEG files through a pair of codec to reduce the size.
Want a copy? Pre-alpha, and kind of has a bad habit of padding the last disc, but still workable.

That said, Ogg Vorbis seems to deliver the same 'I can't tell' thoughts at 160. Even at 128, it's rather hard for me to tell, sounding better than a 160 LAME mp3. I was using a older version, and there was a bit of cross-channel noise they have since ironed out preventing me from saying 'Gee, looks like I need to reencode those backup tapes of.wav files to Ogg Vorbis at 128!!'

There's a study in this month's JAMA on whither bans and waiting periods actually do a damn thing; At best, restrictive gun laws cause no reduction in gun-related crime, save for a tiny reduction in suicides. In most cases, they actually do harm. Why? Criminals aren't stupid. If they think they might be robbing someone with a legal weapon, they aren't going to do it. If they can count on them not being armed, they're easy pickings. Proof? States with the highest percentage of gun ownership and the highest growth in gun ownership showed proportional reduction in gun-related crime.
How does this relate to hacking tools and software? Well, if you're a script kid with an illegal portscanner, illegal IP fragment generator, a illegal copy of traceroute, and you know the other guy doesn't, you can pretty much guarantee you're going to hack more sites than if you knew the fellow you were attacking were similarly armed. Script kids and armed robbers are cowards.
