As for treatment of IT people, there are far too many stupid and lazy people out there to teach them all how to crack a book once in a while but it does pay the bills - quite nicely I might add. However I've figured out long ago that dealing with idiots and morons who never bother to take the time to learn how to use the sophisticated piece of hardware and software that their company places on their desks is not one of the better paying positions in IT. So I deal with people who know what they are doing and who have much more complex problems and are willing to pay well into the 6 figures for somebody who knows how to solve their problems. I've long ago passed the helping the stupid exec who cares more about their office location, what people are wearing and what title they have managed to obtain while the company is managing to pay him less than 6 figures. Helping him learn the difference betweenn capturing just the image of the active window and capturing the whole desktop and why that's a waste of resources when all that is required is the one line error message itself, is a waste of time!
Paying the costs for running a special referendum is not purchasing a state referendum. Spending money to advertise is also not buying a state referendum. Are you so stupid to believe this? Are you that mindless that if somebody spends a bunch of money on advertising for a proposition you are somehow gonna change your mind and vote for something you previously thought was a bad idea? If the IT manager, which is a technical field, does not know hot basically run a computer then that says a lot about his intelligence or lack thereof. Would you employ a manager of say a auto mechanic who didn't know how to drive nor what an engine was? I think not.
I didn't read the article to say that the IT staff required hand holding rather the IT manager was grabbing everybody's hands. There's a difference there.
And yes I would expect a manager of the janitorial staff to know a thing or two about the tools of the trade and what his staff needs or doesn't need. Matching up the janitor with an office manager is apples to oranges.
And in general smart people, while they may be exceptionally smart in one area, show intelligence in most areas of their lives or at least are not the bumbling absent minded professor who is a brillant say, scientist but cannot dress himself. That is not the norm but the exception.
What would stop someone from redirecting the neophyte user to a malious site that also uses SSL. Just because it's SSL does not mean it's a site I want to be at. Sure SSL can guarantee identity but many, many people don't even check to insure that they got to an SSL site. And how many legitimate "login screens" are not SSL to start with!

Paying people to click away for cash? I don't get it. A web server has no real knowledge as to whether a user clicked to a URL or a URL was requested by a program such as wget. Why pay people to click a mouse perhaps once every second when you can easily program somethign with wget to generate thousands of "click thrus" per minute?
Not any more of a waste than say Apache under Cygwin. I know, the emulation slows things down a bit. But you know what? Often you get additional functionality that is quite useful. For example, Apache under Cygwin understands and supports symlink. Apache under Windows doesn't.
Why not? I know MySQL is available for Windows but then again so are many things that Cygwin provides. The thing is Cygwin provides it in a Unix context and many times that's a much better environment. For example, having command history in mysql monitor is much better than the Windows version.
