The point was that earlier rifles were unnecessarily large calibre and powerful since most infantry action doesn't take place with people hundreds of yards from each other. It's more important to be able to blast out a few quick shots at someone less than a hundred yards away, rather than having the equivalent of a deerstopping hunting rifle.
For long range shooting, you have specialist snipers with specialist sniper rifles.
