The issue is that there is no reliable way to detect if a small number of barcodes have been changed to not match the human readable text without going through all of them by hand anyway.
The vast majority of the old ones were never "worded" in the first place. They were just assumed to be so obviously inalienable that no one would think to infringe them. An attempt was made to point this out in the 9th and 10th amendments to the constitution, but apparently a single sentence about interstate commerce in Article 1, Section 8 supersedes any more recent revisions, for some reason.

Drop the power to reduce the range and put in more nodes. You don't even necessarily need to build out more towers, just increase the separation and number of elements to achieve whatever directionality you require such that each beam is not saturated.
You don't need to put a huge tower next to a mall if you can deal with the owners to put a dozen micro-cells inside the mall.
They are also people who drive 12mpg land-boats to haul their mountain bikes to the trail and kayaks to the river on weekends (and themselves to work on the weekdays. It would be inefficient to own two cars, don't cha know.)
