Interestingly enough, I wrote a software package from scratch that load balances our company's credit card processing across various networks, including Verisign and AuthorizeNet, as well as among some smaller parties.
It's a great method for not only avoiding blackouts when a gateway goes down, but also for load-balancing chargeback rates if you sign up with multiple banks as well.
Interestingly enough, sometimes a climbing chargeback rate means we send *more* traffic their way... thus increasing the denominator, so to speak.
AuthorizeNet got hit by a DDoS shortly after we deployed this system, so it was a lifesaver. AuthorizeNet hasn't been the same ever since, unfortunately...

Simple... just make sure the probe isn't built on a strong base.
In the most recent two conflicts you mentioned, civil liberties were indeed severely restricted... Lincoln suspended habeas corpus and put most of Maryland under martial law during the civil war. We all know about the Japanese during World War Two, as well as forcing people to limit what they bought (rationing), etc...
