It would take impossibly high ethical standards for referees to avoid taking advantage of their privileged anonymity to advance their own interests, but as time goes on, more and more referees have their ethical standards eroded as a consequence of having themselves been victimized by unfair reviews when they were authors.

And how would the Vice Provost know this?

Can you outsource doctors, lawyers, teachers, cops, firemen, etc. even in the absence of "artificial barriers"? Medical tourism is possible, and some legal research could be done from overseas, but it would be difficult for Bangalore firemen to respond to a blaze in Peoria. Some things just can't be outsourced.

Judea, at the time, was part of the Roman Empire, and governed by a Roman governor you may have heard of, Herodes.

Then you should have said that the slaves werein the Roman Empire. Also, were the early followers of Christianity mainly slaves?

The most well known example of Judaism that's been "cancelled" (whatever you'd call this), is the stoning of women. This Jewish rule was cancelled by Jesus Christ, and is not practiced in Christianity, but in sharia law, the hadith that muslims use as a reason for stoning women clearly indicates the origin of the rule : the Torah.

Because burning people at the stake is so much more humane than stoning them.

Even now, configure on any moderately sophisticated program or framework (take OpenOffice) can require dozens of minutes to run, and potentially several hours to compile, because of all the version/architecture/configuration/etc interdependencies that need to be resolved, and we have access today to the sourcecodes for every relevant version of the subsystems. Are you confident that you could compile the relevant parts of OpenOffice 1.1.3 to recover some of the swriter table layout details that versions 2 and above handle differently now?

No, but I'm confident that I could find an entire distro from that era. Anyway, I prefer LaTeX.

It might be a very complex program, and take many years to write - but we're talking on the scale of evolution here, so that's not a good objection to the project.
