Why are you using a established standerd, that tends to be insecure. why can you just write software for voting and distribute it via cd-rom or the web. or install it on computers designated as "voting machines" over a secure connection of course
I belive its possile to emulate hardware by software . A program could act as sort of a "virtual term" in that it uses the same switchings, I/O routines and logic functions as the orginal, thats how some older analog game systems are emulated

these days you don't have Apple ][s in the classroom. you have wintels and hacking stuff is considerd a suspendable offence. Not to mention the first programing class in my school is offered in high school.
