Because A/D, D/A, DSP isn't as simple as this. Simply speaking, bit resolution isn't just about noise floor. Take 8-bit for example (try the phone), it sounds different than 16-bit even without the noise. Now try your favorite CD to DVD.
Also, sampling is not all due to Nyquist. A/D, D/A lives by the LPF. Analog parts is bad; you always oversample to reduce the effect. SACD oversamples hundreds of times and use 1-bit resolution, not before humans hear like dolphins and only listens to noise.
