maybe incorporate some 'advanced' downloading into firefox. Although the current one can be resumed, it would be good if there was an advanced option, when enabled then we get the choice of how many parts the file is split into, maybe a 'real' download interface, some extra nifty features such as an icon which moniters downloads (with the download manager in the system tray, not stuck in the taskbar. Wouldn't mind databaseing.
In the download manager you could implement a graph with the speeds. Of course, most will say this is a resource hog, but if the feature to flip the download manager back to basic mode is avaliable, sure i think people will love it:)
Oh yeh and can u have a sidebar type plug in that shows whos on icq/msn/or even an irc type thingy-majig.

But on a serious note.. isn't this just a bit derogatory towards older people, it's treating them like animals. Has there been an outbreak of lost elderly people recently?
I don't wanna flame or anything (although i'm sure some American blind-faith patriots will disagree), but notice this is an american study (yes... i can read). Last i heard, around 40% (?) of all Americans havn't read a book before. over 50% believe in UFO's (the Alien kind). So whats this about society advancing... D'Oh ?

Good idea, have moderators give 'karma' points to the users. So if its' an informative note, then they get +5, informative. If they are trolling the streets then.. well you get the rest. hehe:)

A city could use this to their advtantage, by leaveing electrnoic notes near landmarks with information about the landmark... could boost tourism.
