If Microsoft had created flexible, secure, and relyable appliations/operating system from the beggining, then the addition of the firewall now would be the icing on the cake for securing your computer.
A little forsight on behalf of Microsoft many moons ago would have let many users have their cake and eat it too. Unfortunatly for the general public, stability and security took a back seat to bells and whistles, so the uphill battle for Microsoft to try an look like it cares about security is much more difficult then if they had their priorities straight from the start.
