    Reminds of the story my friend told me of his trip to Brazil. "A little boy on the street corner approached me, he said something in a foreign language that I didn't understand. Upon seeing the look of confusion on my face, he tried another language, which I still did not under stand. The kid finally said, 'Oh, you must be American!'. He then proceeded to bum a cigarette off of me."

    I don' believe they meant the backpack weighed that 44-84 lbs. Instead, the backpack would be filled with typical backpack content weighing 44-84lbs, this weight causing energy generation using the built-in technology.

    Your argument appears to assume that everyone in the town would want to use the service and so should be forced to pay for it with their tax dollars.
    Many communities also build bike paths. It is likely most people will never use them
    Many communities fund local parks. Many people do not go to them.
