I got both of my kids exposed to technology early at age. I think this has helped in many areas. For one their intuitiveness with other electronic devices are better than most kids, secondly they're also more educated and analytical than their peers.
Conversely, I haven't over exposed them to it, especially not TV. I think TV is one of the largest ills on this Earth. Fewer things exist that require less brain processing than watching TV. I try to limit they're time on both computer and TV though because it's also important that they're not addicted. They're just tools after all, albeit a passionate tool for me;-).
It's ethics. I know too many genious "unqualified" persons to hold that against someone. The problem is the ethics or lack thereof. Not to mention RadioShack's only focus in business now is to sell cellphones. They made so much off of them in the early 00's and it took the focus off the rest of their business. Try getting radio parts, kits or electronics parts now, they're almost noexistent along with the knowledge to sell them.
Islamo-Fascist countries in the Middle East have government-run media that portrays western culture negatively. Regardless how you feel about the US, we are a free country in fact the majority of the media is liberal and anti-establishment. In these countries both sides are never reported and the government engages in one-sided anti-Western journalism. Rumsfield is simply talking about the US Govt responding to OTHERS propoganda, and you can add BBC to that list.
There are many applications that could make good use of AJAX, it will just likely become a way to create intrusive advertisements when marketing departments get a hold of it (IE: Popup Windows, Flash, Gifs, etc).
The other half will consist of developers who just want to put AJAX on their resume and so they over complicate Hello World! apps.
It surely sounds like these aren't software projects at all. Kludge would be a very good word to describe that. There must be some development process (IE: Agile, RUP, etc). Problem is that people want the results of crappy code (quick), but not the side effects (bad quality). Unless as programmers we push back and educate our audience then we will never overcome this and plug the offshoring hole.

Risks of all government sponsored schools is that they use it as a tool to shove whatever agenda down your throat whether you agree with it or not.
