Actually no. Even on Windows 2003 it is NOT supported any more. you either need to upgrade to a supported version or be without support for that part of the system.
I would not be surprised if between most of the major corporations that they owe the French more than 50 billion. Hate to cheer for a tax office let alone a French one but what Google et al do tax wise is fucking appalling and needs to be cracked down on by EVERY government.

yep, I use a VPN for Netflix and Hulu, I happily pay for the service, but if they block those I won't bother finding new ways around it, I will just go back to pirating the content, if they don't want my money fine!
As someone that personally already blocks AWS where I work due to its use as an attack platform and anonymous proxy I would be shocked if this wasn't one of the first address ranges blocked.
The reality is the pool of people competent and knowledgeable enough to review such code from a security perspective is very small, increasing the user base does little or nothing to increase how many people are reviewing the code. This particular bug could have been caught by anyone with even a passing knowledge of security, but most developers wouldn't even know where to start with how to review such code.
My trips to the US is actually what started me using Whatsapp, sms prices and prepaid was simply way to expensive. Whereas a prepaid card with minimal data (think I was paying $2 a day last time I was there in jan) and then using whatsapp saved me a fortune, the US is incredibly expensive compared to most countries I travel to.
The adoption rate has been lukewarm at best and yet they come up with a replacement that is incompatible with the existing version and still incredibly expensive. I can get 1.75L of decent vodka for about $13/US. That gives me approximately 39 drinks at $0.33 per drink. How much does this stuff cost?

patches are free and part of your normal cycle. But there is cost in new certificates, time and cost in getting thousands if not millions of user credentials changed/reissued etc. patching is the cheap and easy part. some companies will incur considerable cost because of this.

I think the idea is to get this passed while it is still "only" 500 people. They would get a lot more push back if it was 5,000 or 50,000 at which point it would start to be a significant factor pushing up costs for others. NOTE: I think they need to evolve with the times, not try to charge more to sustain their model but I do understand why they are doing it.

The way the minor parties manage to get wins in government is a true indictment on the system where the minority are actually holding the majority to ransom in order to get other legislation passed, the system in Australia is as fucked if not more so than the American one. the Greens are a bunch of arsehats that would bankrupt the country faster than even Rudd could manage. I have worked for several of the largest IT companies over the past 30 years, I think only once have I ever travelled business class out of the companies pocket, and even then it was because I was travelling with government clients who get Business Class for overseas trips. economy or more likely DISCOUNT economy is standard for just about all companies, Business class is a luxury very few companies provide, So I would have been far more amazed if the article said they allowed it.
The same issues exist in open source and can take weeks, months or sometimes never to get fixed depending on whether you can find someone that wants to spend time and has the information to investigate such problems. Any significant upgrade brings with it a small fraction of a percent of people that have strange configs, customisations and/or drivers and hardware that simply were not thought of or encountered during testing. invariably those issues take a lot longer to resolve than failures that affect everyone.
With the amount of Bot Net's out their costing peanuts to rent it would be pretty tough to protect from this in any meaningful manner without prior knowledge of the exploit.
Windows and IE's default behaviour is surprisingly the best of all the browser experiencing when it comes to revocation checking (not just the latest browser either, this behaviour dates back at least to 8).
