As far as I know, what you say is true about US PayPal, but not so much for PayPal Europe (from Wikipedia article):

In 2007, PayPal Europe was granted a Luxembourg banking license, which, under European Union law, allows it to conduct banking business throughout the EU. It is therefore regulated as a bank by Luxembourg's banking supervisory authority, the Commission de Surveillance du Secteur Financier (CSSF).

Actually, ingesting is more efficient than smoking. The main problem with ingesting is that it's difficult to regulate the dosage as you won't feel the effect until 30-45 minutes later (and then it's too late if you've eaten too much). Ingested cannibis has a stronger hallucinogenic effect which is not always desirable to users.

Vaporising tends to be more efficient than smoking it, but I don't know how that compares to ingestion.

Dominion is a great game. Even with no attack cards, there's still strategy as to which cards to buy to benefit you, but maybe just to stop the other players from being able to benefit from it.

I love Small World as that has a lot of randomness with the different races/abilities so you have to adapt your strategy according to what's available and what other races are on the board.
