No and no. The problem is that if your FCC is anything like Canada's CRTC, they just simply don't give a fuck. (Or in their words, they're powerless and can't even find who is making the calls)
Marketplace (CBC investigation/consumer rights TV program) had absolutely no problem tracking down and embedding a journalist in an offshore telemarketing scam company. They even took their findings to the head of the CRTC and asked "If we can find these people, why can't the police, or the CRTC?"
The response was basically stunned silence, followed by "We can only action on information we receive.". Even in the face of so many complaints and information given directly to them (including the name and address of the violating company, the CRTC just says "Oh, that's nice. We're pleased with the job the CRTC is doing. This should be a police matter." (16:50)
Or more accurately, when faced with the statement "Nobody has a solution", the CRTC's response is "That's right".
So I agree with you. It's sad that the full force of God can be brought down upon a teenager sharing some MP3, but when there is real, actual international fraud being committed on a grand and organized scale-- openly and brazenly-- the authorities who can stop it are nowhere to be seen. Actually worse-- they're right there, refusing to do anything while patting themselves on the back for a job well done.

My dad used to be a public defender, and It's interesting to me how nearly every tv show demonizes public defenders, and gives halos to the police.
You might want to check out the recent TV show "The Firm". MC is a defense lawyer (albeit a private defender). IANAL, and I'm not a fan of lawyer shows-- but even I found myself saying "wow, that's some good lawyering". Unfortunately cancelled after its first season, but there is at least one complete and satisfying story arc for the season.

Okay, while we wait for the slag that was the hosts servers to cool and solidify-- why the heck did the paging on the home page change? It used to be going back a "day" would put use unique URL based on the date. So if I reloaded the page a day later, it would still show the same group of articles.
Now it has changed to ?page=1, where 1 means "1 page back from the most recent set of articles". So if I go back a page, then come back later and refresh-- I get a completely different set of articles-- somewhere between where I stopped reading last, and the new ones.
Do you work in a multi-floor office? Good. Whenever you need to go to the bathroom, walk up the stairs to the furthers floor from you. (If you work on a high-numbered floor, walk DOWN to the furthers washroom, then back up).
It's a bit of a hike to use the washroom, but a good excuse for some exercise. If you want to step up your game, eat bran and beans for lunch.

One possibility: self-selection in your data pool, due to unequal gender expectations. You're teaching highschool physics. Chances are, if it's any of the upper grade or "advanced" levels, they're non-compulsary subjects. Your students don't have to take them. The students in your class are those that have decided to take the course. This means either they signed up because they want to take the course, or they were compelled to take the course by, say, pushy parents. (You WILL be doctor!)
So, a possibility: more boys are "pushed" into the course, due to the simple expectation that they're boys and they WILL be good and math and science and go on to be a doctor. (slight simplification, but I've seen such a trend-- my wife is a highschool science teacher). The girls aren't pushed. If they're "dumb" (for lack of a better term), they don't take the course. No one expects them to be "good at maths", so they aren't pushed. The ones who voluntarily take the course are those that are already good, eager learners with a goal in mind.
This, even if boys and girls are on complete even footing as far as intelligence, science comprehension, etc, etc-- unequal gender expectations throw off the distribution of intelligence in the data pool of "high school science students". There's a larger number of underperforming males there against their will, and female students are pre-disposed to being high performers.
