Yeah. I have a lot of PSUs that will do that. Usually when they get turned on though, not just plugged in.
My monitor (an SGI GDM-FW9011, that's 24" of CRT widescreen goodness) also makes the lights flicker a bit when it's powered on.
What about the iPod photo? And how about a controller that would plug into the docking port of the iPod photo and give you a GameBoy like button layout and maybe even a cartridge slot. the iPod photo screen is similar size to a GBC screen.

is a rackmounted LCD monitor and keyboard. It takes the space of 1U on a rack and I don't see it coming off that rack sleigh, so it may not be what you want. But you could give it a try.

Perhaps they could just send the name of the banned person to all the ISPs or (easier) just put them on a list that all the ISPs have to check for to let him sign up. Thier identities should also be checked to see if they had moved or changed thier name, etc. and proof of identification must be shown.

That'll dim lights. Maybe someone will release a USB powered magnetron tube and I can also use my PC for a microwave oven!
