Yeah with the long standing American tradition of hate and mistrust for their own government, a citizen registration ID will never work. Privacy nuts will flood the internet forums, Congress phone lines, newspaper and radio waves in outrage for attack in their freedom, some will link it to the coming of the Antichrist, long standing conspiracy theories, will spring the popularity of militias and tax revolt groups. And even if make it out of Congress with all the mayor parties political in fighting it will be so water down that will be as good as those fake ID machines in Walmart

I think that the main reason, it don't comes preinstalled in the PC, so the average computer user don't know about it, hell some people don't even know about Open Source or Open Office , Ubuntu. I work in a college library and all the kids do is go to My space or Facebook, man those guys don't know how to save a document much less about Linux. Geek Squad make tons of money going to people house to install Anti-Virus and anti-spyware software, run Disk Clean up, Defrag, update, basic stuff you are suppose to do. Internet Explorer, AOL are all that popular because they came in the Desktop and that is good enough for the average user. In a different note all the bad press about Linux been difficult to install and expert only OS and then no games.

Then on the other hand the complete failure of the education system producing functional illiterates, I still have coworker that save theirs documents all over the desktop because they do not know how to create a folder and organize theirs documents
