Actually, under the equal protection clause EVERYBODY (including non-citizens) that resides on US soil is entitled to constitutional protections. The supreme court ruled on this literally over a hundred years ago.

At best Singapore is a procedural democracy that has managed to fool it's citizens into thinking that they are given a truly free choice of leaders, too bad the west is also going to the same direction.

That is EXCATLY correct. If Saddam had'nt screwed up and stepped on western toes he would today be a "valuable ally in the war against terror" and state department would occasionally give some lip service about Iraq's human rights.
I do believe that Pakistan has peaceful intentions but don't fall into the dangerous trap of assuming that a non-hostile dictatorship today can't turn into hostile dicatorship tomorrow. That mistake has been made too many times in modern history.

China does indeed have aconstitution. In theory it has a very good constitution. Unfortunately most of the core clauses on freedoms and rights are terminated with the subclause : "...except where this would disturb the peace/breach social order/endanger the harmony of the state".

If you are talking about the cultural revolution you have to take into account that it pretty much spun out of control. It is more comparable to say african style anarchy than Stalin. And of course there is the matter of opportunity (Mao and buddies had more people to kill and more time to do it), of course this point of view probably makes Pol Pot (no enemy of the chinese) worse than anybody else.
There's still a huge difference between not allowing to see sites that have the word vagina on them and giving out the IPs of internet dissidents so the chinese can send them to their gulags.
They sure did not have significant terrorism in the eastern bloc despite the massive opposition to the soviet rule. Well, except for Afghanistan and they really did every human rights violation there. So, on at least on the short term that kind of goverments do reduce terrorism but it will bubble under and someday burst out worse than before.
