Well, it is possible (though unlikely) that in rare circumstances, there is some collaboration - but in these cases I can only assume that the company wasn't real in the first place.
Then, how do you know that the IP address wasn't fake? Read the below SMTP headers, and tell me which machine was the origin of the below email:

Wow. So many words and yet no reasonable explanation for this defect in Windows Vista (even if the defect is by design).
When I buy a motion picture by a distributor on an HD-DVD or Blu-ray DVD disc, I am of course entitled to play back the content on the disc at full quality.
But please wave your hands this way or that: I am still entitled to play back the content on the disc I bought at full quality. And, thus, we are left with a significant problem because Windows Vista downgrades the user experience if "protected" content is involved. Call it "image constraint" or whatever euphemism you want. It still is a downgrade.
It is not a theoretical matter. Of course, Windows Vista can play back the content at full quality (have you seen the hardware requirements of this new operating system?). Being a reasonable customer*, I am left observing this as the defect it is in the Windows Vista operating system playback facilities.

In fact, PHYA.PK (Physician's Adult Daycare) issued a press release denouncing the P&D scam with their name on it and vowed to hunt down the dirty crooks and bring them to justice.

It's the people who buy before the spam goes out and sell right after (probably even same day) that you would target. Only the people behind the spam have advance knowledge of when the pump is going to occur. Plus, anyone doing this is doing more than one, so there'll be a pattern of this activity proving it can't be a fluke. Except that, from where I see it, those dodgy companies such as "Impex Consult Financial" offering you a part time job "as a financial consultant working with private individuals" are really offering you a job accepting the funds from Pump and Dump scams and forwarding them on via Western Union (untraceable!) to the REAL criminals.

Unfortunately I can't find anything in the OEM System Builder docs regarding whether they OEM bind the Express Upgrade keys or not. The closest I can find is a vague warning that the upgrade license is only for upgrading the copy of XP you are sending a redemption form in for.
The CD Key is usually bound to that OEM vendor's "customized" install. Look at the COA on the machines... does it have a company name (Dell, HP, etc) written on the label? If so, the key is useless except on that type of machine.

For Windows XP users, EV functionality in Internet Explorer requires that the Phishing Filter be Turned On for automatic website checking. If you do not see the green URL address bar when trying the demo, and are running Internet Explorer 7, this setting might be turned off. Please check the Phishing Filter settings in the Advanced Tab by clicking Tools > Internet Options > Advanced.

Apple has said that the iPhone will not run unsigned applications... because "Cingular expressed concern that errant applications could crash their entire west coast cell network" (which to me indicates that Cingular have more to worry about than 3rd party applications on cellphones) and that "You don't want your phone being an open system" (apparently those were Steve Jobs' actual words!

Under the UN Law (which Britain agreed to) extending territorial waters can NOT encroach on another countries land or waters (otherwise the USA would just extend it's waters about 3 light years and claim half the solar system for the Land of the Free). Also, Salvage Law says that it's pretty much "Finders, Keepers" on abandoned sea vessels/platforms (the UK did in fact abandon it). Note that "Sealand" also claimed sovereignty before the UN agreed to alter law to prohibit artificial islands claiming sovereignty.
