Ok, I may be dating myself here, but I remember when CB radios gained widespread appeal several years ago. Using a CB required alot more concentration than talking on a cell phone today, but there was never a widespread ban on the technology. As long as drivers today are merely talking on the phone and not texting while driving (which sadly, I know several people who do) it should be much less distracting than the CB's of years past. Perhaps studies should look at more than just cell phone use as the cause accidents rather than trying to completely ban the technology. (especially since I know that half of the State Police officers in my area are on their phone 95% of the time I see them driving around!)
Its not solely the cost of solar panels that deters widespread use. To implement an alternate power sourse which works in tandem with the local power grid in my area requires the user carry several million dollars of liability insurance in case anything were to go wrong and disrupt the power grid. Legislation needs to take many steps forward before alternate power sources have a chance to have any widespread effect.
Yes many power companies do burn fossil fuels, but most of them are legally required to have filters which reduce the emmisions that are getting into the atmosphere which I have yet to find on a car. Even with the power companies burning fuel, the overall emisions will be lower in a large part due to the filtration systems, and would be greater near the plant, but less all around because the cars would have fewer emmisions.
