Perhaps based on VPN or TOR for privacy. The denser the city, the more paths would be available. I would imagine that a standard service might be helpful for evolving software updates, channel coordination, unique IDs, and black & white lists. Wi Not?
An alternative that I have found stable and effective for video downloading is UnPlug.
It scans the page and suggests possible download links, and lets you decide, (no external server access).
Another alternative for content display is the GreaseMonkey extension, coupled with Platypus. Using the Platypus Remove and Set-Style buttons allows you to remove/resize text & images, in effect redesigning the web page to suite your needs.

Would you consider a company based modifications/maps repository and forum, which would include two "best" ranking lists (company & user)? Mod-ers would strive for the coveted top 10 positions. Lurkers could jump to the "best", and leave comments/praise. It seems to me a wide-spread game called Civilization should have a real sense of community.
Content is the key. Books yes, and other formats. I found an Australian library with an incredible collection of books on tape. I recall Monty Python, Bill Cosby, and Faulty Towers making my drive to work much more enjoyable.
