Good point. But to nitpick, critical infrastructe depends on many things we can't control (climate, abundance of physical resources, random economic fluctuations etc).
Perhaps this puts it better: It's a really bad idea to have your critical infrastructure depend on something external that you can't control and someone who does not hold your interests can.
After all, an organization must have a flawless track record before they're allowed to accelerate a projectile at 28,860 miles per hour towards the earth.
If the hammer was spinning in a certain direction then stopped suddenly, the 'vehicle' could be persuaded to lurch in that direction. That method of turning would certainly match the jalopy like motion such a vehicle would exhibit anyways.

A disaster in Europe, or elsewhere in the world, has economic reprocussions everywhere else.
The flip-side to buffering trading partners from disaster (mutually beneficial) is being desimated by enormous disasters they encounter.
International trade has never been greater.
A deep freeze in Europe would probably throw the whole world into a depression, not to mention send luddites panicking in the streets.
We're all in this together, unfortunately. When a significant part of the globe gets fucked up, the economic wheels that make American SUVs will stop.
