Probably by downloads, I don't think tracking companies really go out for precise data. I think their current system is based on taking data from small samples in each geographic location(major cities etc).
You spend so much time worrying about how people steal your information from your mailbox, but when it comes down to it most of the fraud is probably being purpotrated in the back rooms like this one.
Can't wait to see how this one plays out.
